can anyone tell me the difference between the 2017, 2018, and 2019 stingray 3lt's?

That may not be an easy question to answer because there are some baseline configurations but also a lot of check box options that change many things.

You can try using the online configurator. Currently you can select either 2018 or 2019 and that may help you see the differences between those two model years. However, there maybe some cosmetic differences regarding the interior trim colors that may only be noticeable in the pictures. Usually they are small but may not be insignificant depending on your wants and needs. Certainly the overall vehicle has not changed in appearance or drive train. You will find it is the details like colors and convenience options. For instance when i purchased my 2015 i failed to realize had i searched for a 2016 I would have benefited from a front facing camera and a"D" shape steering wheel. Steering wheel was not a big deal to me but wish i had found the 2016 I wanted so as to benefit from the front facing camera. It was a trade off however as finding the 2015 allowed me to get two options I was not anticipating I could find a 3LT vs 2LT and soft top.
Going back to 2017 vs 2019 you can save a nice bit of change of course if that is important to you..
