I live in Michigan and my dealer who is also in Michigan has selected NE1 Emissions for me. NE1 lists many states, but Michigan is not one of them.

Is this correct?

I'm pretty sure Michigan is covered under the federal requirement so he's probably selecting NE1 just in case you bail and he has to sell and these states are the most likely to be where his out of state customers or trading dealers routinely come from. Northeast and California is a Federal requirements PLUS certification. If it were me I would select California, it should cover ANY state.
