I asked if we can escalate this to GM he says I can do that, he has no knowledge on how? Do I contact GM Customer service or?

As to the first comment, and after a life-altering family tradegy 2 years ago, I absolutely agree!!!Never get depressed over a car, get depressed over something important like family illness.....

It makes me wonder how many of these "so-hard-to-fix" problems which dealerships claim takes them four days and still can not be resolved are due to dealerships trying to milk warranty work time/payments from GM.Mine was like that. I went back to dealership, body tech came out with screwdriver, and in about a minute he was done.
You can actually fix it yourself... Remove the screws just inside the wheel well, have a buddy push the panel into place, and then reattach the screws.
I do want to point out that during that 4 day period they also spray painted the drivers side fender that was rubbing paint off because it was rubbing against the front bumper. that was their 2nd attempt at fixing that.
