Look at a personal computer from a few years ago while it boots up. Compare the video resolution used during boot up to the available resolution after the operating system loads. This Corvette screen really is no different from that.
During boot-up, great resolution isn't necessary, and, furthermore, the BIOS (or other software in control during boot-up) needs to be small enough to fit in a small memory footprint. Great video drivers aren't important enough to warrant the bloat they would cause to boot-up executables.
