Thanks for the pic, I am pretty sure that is for the tow hook attachment. If you open the flap, usually it is attached so it won't drop off once open, you should see a threaded hole about 1/2 inch in diameter going into the frame or other member. I've read somewhere that the European delivered cars require a tow hook and think you are right that the access door is for that purpose. There's even a place in the Styrofoam panel above the battery to store one. I have our rear lower fascia removed and don't see anywhere where you could screw in a tow eye though.
