My guess, since you did not post a picture, is that it is for the towing hook to screw into.

Thanks for the pic, I am pretty sure that is for the tow hook attachment. If you open the flap, usually it is attached so it won't drop off once open, you should see a threaded hole about 1/2 inch in diameter going into the frame or other member. Normally there is a similar one on the front bumper. :cool:

I've read somewhere that the European delivered cars require a tow hook and think you are right that the access door is for that purpose. There's even a place in the Styrofoam panel above the battery to store one. I have our rear lower fascia removed and don't see anywhere where you could screw in a tow eye though. Looks like the U.S. delivered cars don't have this feature.

That is my understanding. US cars don't have the threaded connector behind the panel, that is only for export cars. Therefore no need to supply the hook.
