There’s some really smart and creative people here and I would recommend they you post pictures of the diffuser from all angles so we can see what what it takes to install. This might allow some to make suggestions on how you might improvise creating your own template.

Below are pictures from the product link you provided but pictures don’t show how it gets attached and I assume you drill holes and it bolt or rivet on to attach. So any pictures and/or instructions for the actual product might allow some creatives here on the forum to help with suggestions.

I think this installation video helps and you should be able to create your own template within reasonable specs in my opinion from looking at this install video. I think eyeballing it will be pretty close as the design of the fin is to fit flush or follow the contour of the bumper fascia. This seems petty straightforward but if you aren’t handy show video to a automotive shop and I am sure they can do this easily.

As I look at the video again, I would lay the diffuser on a large sheet of paper, then trace around the diffuser to create template. You can look at video and see there is a center hole to drill and then estimate the right and left sides where those holes should be drilled. In looking at video the outside holes seems to be about 2 inches from outer ends and follow the same process for both sides and all the holes.

For anyone who is handy and have done any type of medium complex mod installations, this on a scale for me to do is a difficulty scale of 5/10 and that's without a template. However, but if you are not handy then it can be scary as you then would be to worried about screwing up. Lastly, contact a local corvette club and ask for a reference for a good shop that does corvette work.
